What license and what do I need to do to enable this feature?

If this feature is not available with NFC Authentication with QRentry, is there any other solution?

ANSWER 

You don't need any license to use this feature, What you descibe is expected behavior in cases where the User Security Profile allows password authentication.

These options only become enabled when the user's associated User Security Profile does not allow password authentication. In which case they can be used to set a temporary permission to authenticate with password.

To try it, just change the User Security Profile to one which does not allow password authentication, and you should see these options become open.
